Washington hosts a prelude to the Tokyo Donors Conference bringing together international representatives for discussions on how international assistance can reinforce and strengthen the peace process. US blocks LTTE participation as it is a banned group.

    Although not part of the peace talks per se, this conference on looking at ways to strengthen the peace process is clearly a critical one. Earlier venues during the various rounds of talks were no doubt carefully chosen to permit the full participation of a stakeholder to the conflict. The decision to hold the conference in Washington does not seem to have been well thought through. Around the same time, the LTTE was claiming it was being marginalised (see April 2003).
