		<description>The resolution at the UN Human Rights Council, absolving the Sri Lankan government of any complicity in human rights abuses during the final stages of the war, the confirmation of only limited access when permissible to the IDPs for development institutions, and the censuring of the LTTE for using civilians as human shields represents a huge international vindication of the government&#039;s policies.
